Piracy and plunder support the economy of the "Kingdom" of Bandoran. The pirate carrying ships of this country have long been a bane to trade along the western coast of Fälgorna and the western half of the Great North Coast. Land-based merchant caravans are not spared from the forceful acquisitions of their goods as roving bands of marauders waylay them on the road to the market.

The success of the marauders of Bandoran has been due to the expertise of the bandits and pirates of Bandoran. The speed of the Bandorian pirate ship has become a legend in its own time, and the intelligence activities of the land-based bandits has allowed them to stay one step ahead of any precautions taken by a caravan merchants. Another major factor contributing to the success of the thieves is the widespread fear among rulers and merchants that a retaliatory strike on Bandoran would result in the issuance of a "death compact" on their personage. It is common knowledge that the ruler of Bandoran heads the Brotherhood of Throsho (International Assassins' Guild).

The cities of Bandoran are beehives of inequity. Thieves, assassins, brigands, prostitutes, swindlers, pirates and other sordid types fill their streets spending their plundered loot or searching for another bandit lord to sign on with for a new job. The few honest citizens are wary of strangers and make their living farming the land or cutting trees to build new ships.

Bandoran is ruled loosely by the Grandfather of Assassins. He has been elected ruler by his peers, the heads of the most powerful crime families. His rule is not absolute and his commands are often disputed. He has managed to hold his position for years by never showing weakness. The Bandorian ruler accepts tribute from those who do not wish to be plundered. The high rate doesn't guarantee immunity. Only House Quentari enjoys total immunity.

All currencies are accepted in Bandoran. They also mint their own coinage: Privy Plat (5 g.p.), Gold Skull (1 g.p.),Black Skull (.5 g.p.), Piece of 8 (.125 g.p.), Daggar (.05 g.p.), Bones (.005 g.p.)
