The Duke of Keto owes allegiance to the Emperor of Roland. Roland allows the Duchy more freedom than it does most of its satellite states, probably because the emperor appreciates the important service which the Duchy provides the empire, a steady supply of slaves.

Keto holds the unsavory distinction of being the center of slave trade in the known world. Tens of thousands of slaves travel through its ports on a yearly basis. Nearly as many slaves are bred in the slave houses of the major noble and merchant families.

The noble lords of Keto, as a whole, demonstrate a blatant disregard for the rights of an individual. In Keto gold coin rules louder than any other perceived right. The rogue operating in Keto receives a mixed blessing. If he wields enough power and has the right connections, he can become wealthy beyond his wildest dreams. If not, he has the small pleasure of knowing that no matter what he does he will not be put to death. Only one penalty exists for crime in Keto, enslavement.

Aside from the slave trade, Keto only produces fish in enough quantity to export.

Approximately three quarters of Keto's population are slaves. Slaves make up the armed forces and the bureaucratic corps of government officials. Slaves in these positions receive a great deal of personal freedom, even having the ability to travel, always with the knowledge they are owned.

Keto sports the most infamous gladiatorial arenas in the world. Many slaves receive their freedom by success in the arena, many more lose their lives.

House Quentari refuses to establish a trading house in Keto, slaves being one of the few products they refuse to traffic in.

The armies of Keto consist of 4,000 light cavalry, 10,000 heavy infantry and 15,000 light infantry. The Empire of Roland will come to their aid in times of need. Keto's navy consists of 170 warships, 50 small galleys and 77 large galleys.
